If your talking about the bottom glass seal outside panel. YES the is. The glass obviously will not lower enough for you to remove the pop rivets or install the new one. You must remove the glass!; but I suggest that rather than taking a chance of breaking your side window. Try taking apart the window mechanism from the door. with a little patience this can be takin right out of the panel, Glass INTACT. Then put on your seal and slide in the mechanism. Of course I did this with the door panel off the car.
